3. That the regulations adopted by the Board of Education pursuant to subsection A of § 22.1-138, as amended by this act, shall be exempt from Article 2 (§ 2.2-4006 et seq.) of Chapter 40 of Title 2.2 of the Code of Virginia and shall become effective after having been considered at two or more meetings of the Board of Education and one public hearing, adopted, and filed with the Registrar of Regulations.

4. That the Board of Education shall revise its regulations establishing uniform minimum standards for the erection of modern public school buildings and the modernization of existing public school buildings, as required by this act, at least once every 10 years.
